Mrs. CAROLYN B. MALONEY of New York. Madam Speaker, I rise today in great thanks for this House's passage of the Pallone-Pappas amendment to the Fiscal Year 2023 National Defense Authorization Act. I was pleased to co-lead this amendment alongside Representatives Pappas, Pallone, my fellow Hellenic Caucus Co-Chair Gus Bilirakis, and many others.

This was the right thing to do. From consistent violations of Greek sovereignty using their F-16 fleet, to Turkey's ongoing and illegal occupation on Cyprus with 40,000 soldiers, and growing authoritarian tendencies by President Erdogan, Turkey is not the kind of ally that I believe should receive such a sale.

Further, Turkey still possesses Russian S-400 anti-air systems in violation of U.S. law, which led to their ejection from the F-35 program and the imposition of CAATSA sanctions. We did not go through with that sale because doing so could expose sensitive technologies in the F-35 to this Russian system, and possibly allow Russia to easily counter our improvements; that risk remains even when modernizing F-

16s.

Selling Turkey more F-16s or providing them with the technology to modernize their current fleet would not be in the interest of the United States or our allies. I am proud to have worked with Representative Pappas, Bilirakis and all my colleagues on this important amendment to prevent this sale.

I now strongly urge the Senate to maintain this key provision in the final passage of the National Defense Authorization Act, and take special note of the wide bipartisan support for this measure in the House. We must continue to hold Erdogan accountable for violations of U.S. law, human rights, and the security of our ally Greece--not reward him.
